State guides
In-depth guides are available for four states to start. For every other state, browse published reports in the news explorer — we add a guide only when we can write genuinely useful local context.
CA
California
California is home to the largest immigrant population of any U.S. state. Its state law (SB 54, the California Values Act, in effect since 2018) limits how state and local law enforcement may cooperate with federal immigration authorities, while leaving federal enforcement itself unchanged.
TX
Texas
Texas shares roughly 1,250 miles of border with Mexico and hosts several of the country's largest immigration detention facilities. State law SB 4 (2017) requires local jurisdictions to honor federal detainer requests, and the state operates its own border initiatives that are frequently the subject of litigation.
FL
Florida
Florida's 2019 law SB 168 bans sanctuary policies and requires cooperation with federal detainers; a 2023 law (SB 1718) added further immigration-related provisions. Many Florida law-enforcement agencies participate in 287(g) agreements with ICE.
NY
New York
New York's Protect Our Courts Act (2020) restricts civil immigration arrests at or near state courthouses, and New York City has longstanding local laws limiting cooperation with ICE detainers. Federal enforcement continues under federal law.
