Local context

Houston is one of the most diverse U.S. metro areas and hosts an ICE field office covering much of southeast Texas. Under Texas SB 4, local jails must honor ICE detainers.

Nearby detention capacity in Conroe and the greater region means many local reports concern detention and immigration court rather than street-level incidents.
